Eugenics was actually very popular at one time, and believe it or not it still has a place in the world. There are actually a lot of scientists and stuff who believe killing off large sections of the human race is a good thing. There have been companies that have killed off entire communities and stuff. In fact in places like Africa it happens a lot more than people like to admit. Especially with them getting tainted drugs and the like. Even in the US there has been cases of things like drugs that make you sterile, and the companies knew what it did but they didn't tell people. So yea they are sick in the head, but there really are people like that. A lot of them in fact.

Though I do not believe this is a case where they are trying to kill people. More of a case that the stuff isn't good for you but they are to short sighted to really care. They make a huge amount of money selling it, if it kills off a few thousand people it doesn't bother them. They don't even think of the implication that it could kill millions.
