I have that same problem. I can lay in bed 4 hours without falling asleep. Maybe it has something to do with my environment? This only happens when I try sleeping in the bedroom. When I sleep in the living room, with the TV on (very low volume,) I fall asleep easier and faster. You could try creating a story, imagining a dream or meditating before bed. Something like melatonin might help.
