If you're seeing images, blurry shapes or colors behind your eyelids, then it's definitely HI!
To answer your next questions, it's best to try quieting down any background noise with earplugs, or listening to white noise to drown the sounds out. Too loud of a sound, sudden or not, can cause you to exit the SP; in other words, you can definitely still hear outside noises. If you're getting very close to entering a dream, outside noises might quiet down and you could hear buzzing or other strange sounds, and you might even hear your heartbeat. When you're entering a dream, waking life sounds should subside entirely.
As for WBTBs, you can always go to the washroom, get a glass of water, and read for a while... Maybe even go on Dreamviews to type up any dreams you've had, or write in your physical dream journal if you have one. Cold water will probably end up waking you up too much (although it's hard to say if you've never tried it before).
